3000% this has nothing to do with blocking access to your Website via FTP. Your FTP access is controlled using your Password/SSH + Username. Try logging into your Folders using Terminal if your hosting provider has it provisioned.

Delete the entire plugins folder and create new plugins folder then start installing your old Plugin one by one, your settings will not loose.

Also, I connect to SSH Using the ppk file generated by the puttygen, I lunch the terminal and execute "wp plugin deactivate --all" but I get the error below
