Would it be okay to replace the SetupWizard.php that we have on the untouched version that you shared before?
The SetupWizard.php on this one has one flag:

Just wanted to share:

I used WP SMTP Pro until recently, when I discovered Fluent SMTP. It has basically the same functionality as WP SMTP Pro but it is free (and according to the developers, will be forever).

You can get it at https://wordpress.org/plugins/fluent-smtp/

Bonus: it doesn't clutter the main menu and sits under Tools > FluentSMTP instead. I like that.

I use it for the exact same reasons - plus Fluent Forms is build really solidly so gives me confidence in their work.

Fluent SMTP looks better, but does it have the email controls? That's the only reason I use WP Mail SMTP over other options. Can't find a way to control emails besides this plugin.
