Optimise CSS delivery is not getting enabled. It shows you that it is enabled, but when you go to some other page and come back to the optimise CSS page, it says it's disabled. I'm using version 3.12.3.2.
In case you don't find an answer, I recommend you to use Perfmatters, I use WP Rocket only for the cache and Perfmatters for CSS and scripts Perfmatters

Just switch to "LOAD CSS ASYNCHRONOUSLY"

Or "As alternative you may give Perfmatters a shot if you need the UCSS" as @Custom B advised

Virus, Its a false positive.

This has been discussed many times, in this thread.

Zillya, the antivirus company that has flagged the false positive, is a Ukrainian company that does not have good reputation

Yet all large Antivirus companies (Avast, Bitdefender, MacAfee etc) do not flag WP Rocket with any kind of virus

Logically this concludes that in fact, it's a false positive and not a WP Rocket file at fault

You can research these facts for yourself, much has been discussed and written about this on the World Wide Web

You do NOT need to edit anything! I have some free time so I decided to check this upload against the original WP Rocket files. I am doing this for those who are afraid of malware. Most people don't know how the plugin is patched so I wanted to check it and explain what is changed. If I give it a green checkmark, that means only necessary changes are made - no malicious code is added. If you want to know more about this patch - continue reading. If you do not care - just download the newest update and upload it on your site.

Patches applied in this upload:
- the validation server is intercepted using the "pre_http_request" hook
- rocket_valid_key() function is forced to always returns "true"

Additional changes I found:
- \inc\admin\admin.php
Function rocket_send_analytics_data() is disabled (always returns false)

Virustotal:
- The "Zillya Dropper.Bomgen.VBS.1" is false-positive, ignore it, there is no trace of any virus.

Any chance to post the siteground report?
Darn, that was my problem wasn't able to take a screenshot of the files, but its somehow the filename comes with "lazyloadjs" or something, that was inject to the plugins folder. this was 3 days after i have installed from this. i deleted that file and wp rocket also. problem did not return.

Switching to "LOAD CSS ASYNCHRONOUSLY" can solve this issue, but still want to use the remove unused CSS function, faster. If this issue can't be fixed, I will use LOAD CSS ASYNCHRONOUSLY, thank you.
