It is a working version. You have a nagging admin message telling you to enter the product key but all the funcionality is there.
If the message is bothering you, ignore it.
If you are installing this in some client's website, you can either pay the license or use the Disable Admin Notices plugin.
NB: If you are using, for instance, Duplicator Pro in some client website, be aware that they will see a nasty red message 30 days after plugin activation. FUD.
