What's wrong with that? Choose your languages, and continue next steps.

after choosing the language, it loops back to this step. it won't let me progress to language switcher.

i searched the web for answers. i found something on wpml forum boards about this and they say to change a bit of code on the php files of wpml, already tried that way and no luck. they say this was caused by php version being 7.1 or something

Something prevents the recording this 2nd step into the database. It could be plugin conflict with another plugin, or environment (anifirus/firewall setting on Windows or Mac if localhost).
Or, it can be file permission resrtrictions if you use live host. For example wpconfig.php shoud be set to 640 or 644. Modifying PHP is unlikely solution.
