Contabo have the best price/value vps offers that I've seen, ever.

No. For these cases you must use an offshore company; the servers are usually located in the Netherlands and Russia, where DCMA policies are often ignored.
as a customer for the past six years Contabo vps is not recommended if you have a high bandwidth usage and are under DDoS attack.

7.5 years customer of Contabo. Mostly warez sites, They do ignore DMCA, the only complaints they ask me to take action was a trademark dispute and some flooding done from my hacked wordpress install. All solved, no problems. Using the VPS L plan with aapanel and handles well. Recommending.
