Is it possible to use shared hosting for creating our own web hosting?

My question is it possible that in shared hosting we can make our own hosting platform?

You have to get reseller hosting for that. This will give you multiple cpanels as well as WHMCS to manage billing.

If you are using a single shared hosting, you wont be able to give hosting login to clients

im using hostgoi.com - reseller hosting... seems good and very very price effective...

It's possible but not logical.
If you want to sell hosting plan your own customers, you can choose "reseller" accounts so you can seperate accounts for each customer and you can change environments for each customers, you can work on PHP 7.1 for one customer and you can work on PHP 5.6 for another customer for example.
This is easiest way for you but it could be pricy.
