We need more info on this. Like what version or addon you used? I can see you double up on the same addon? you can delete duplicate addon first and reinstall to see if it fix the problem.

I think manual update causing a lot of problem. What you should do is get the base 6.1.2 with all plug in working, Install the test on a sub domain, test that way. Always back up so you can restore after each stage, I had tested with manual update and it works if you follow it closely. I had messed up 2-3 times before getting it working.
I cant say much but follow the instruction closely, It will works

Click on add language. After adding language. Choose that languagePlease, how do I set a language that doesn't exist in here? I tried adding my preferred language, but when I pressed it, it was blank.
